We spoke to Dr Shivani Sachdev Gour, founder secretary of the Delhi State chapter of the Indian Society for Assisted Reproduction (USAR), to understand how it would change surrogacy in India.

Why Surrogacy Treatment is In Utmost Demand?

People in many parts of the world are welcoming surrogacy as a way to expand their families. Many couples are facing difficulties to conceive a child naturally due to many issues. As a result, of the solution, people find a surrogate mother. Surrogacy is becoming more acceptable with passing days. Best surrogacy clinics in India are in the growing demand for many Indian families.

Let us look at some of the reasons why surrogacy is needed-

Infertility

It is one of the reasons Indians parents look for low cost surrogacy clinic in Delhi. Several men and women face several infertility issues. The men either suffer from low sperm count, urethral structure, or pelvic inflammatory problems, the women also suffer many problems of the fallopian tube, ovary, or uterus. A woman who has undergone an ectopic pregnancy suffers infertility issues too. They have no other options apart from choosing a surrogate mother.

Surrogacy Regulation Bill 2016 was introduced in Lok Sabha 21.11.2016. Referred to Select Committee of Parliament in Jan 2017 which gave a report in August 2017. It was an honour for me to be invited to the committee to give a presentation. Following this the Bill lapsed and was reintroduced and passed by the Lok Sabha on August 5 2019. It was then introduced in Rajya Sabha and due to numerous objections referred to the Select Committee which has conducted approx 10 meetings. Bill is yet to be passed by Rajya Sabha. Adoption and Surrogacy both build families.

नए कानून के भय से सूनी किराए की कोख - आँल इंडिया कांग्रेस आँफ अब्स्टिट्रिक्स एंड गायनेकोलोजी 2020 का तीसरा दिन केंद्र से नियमों के शिथिल करने की गुजारिश

देश की नया सेरोगेसी बिल अभीअधर में हैं, मगर इसका भय साल भर बना रहा। ऐसे में देश विदेश के दंपत्तियों ने सेरोगेट मदर से किनारा कर लिया। लिहाजा हजारों किराए की कोख सूनी रह गई।

लखनऊ के स्मृति उपवन में चल रहा आँल इंडिया कांग्रेस आँफ अब्स्टिट्रिक्स एंड गायनेकोलोजी  (ऐआइसीओजी) 2020 के तीसरे दिन शुक्रवार को सेरोगेसीं बिल - 2019 मंथन में सामने आयीं। देश भर के आइवीएफ एक्सपर्ट केंद्र सरकार से बिल के नियमों को शिथिल करने की मांग की।

इंडियन सोसायटी आँफ थर्ड पार्टी रिप्रोडक्शन डाँ. शिवानी सचदेव गौर ने कहा कि बिल लोकसभा में गतवर्ष पास हुआ। राज्यसभा में पास होकर कानून में तब्दील हो जायेगा। वहीं सिर्फ लोकसभा में पास होने पर ही देश में सेरोगेसी मदर-चाइल्ड ग्राफ काफी घट गया। देशभर में तीन हजार आइवीएफ सेंटरों पर सेरोगेसी मदर-चाइल्ड केयर की सुविधा हैं। वर्ष 2018 में इन सेंटरों पर किराए की कोख से वर्षभर में करीब पाँच हजार बच्चो का जन्म हुआ। वहीं वर्ष 2019 में दम्पत्तियों ने सेरोगेसी मदर से मुँह फेर लिया। ऐसे में गतवर्ष सिर्फ दो हजार शिशुओं ने ही सेरोगेसी मदर से जन्म लिया।

खून के रिश्ते में कोख होगी मान्य:

डाँ. शिवानी के मुताबिक नए कानून के मुताबिक जेनेटिक रिलेटिव की ही कोख ली जा सकती है। ऐसे में खून के रिश्ते में कोख मिलना मुश्किल हैं। परिवार की महिला और घर के सदस्यों के बीच रिश्ते अलग-अलग हैं। ऐसे में माँ बनने को तैयार नहीं हो रही। लिहाजा, नियम शिथिल किये जाएं।

50 फीसद विदेशी लेते थे किराए की कोख

गुजरात के आए सोसायटी के संरक्षक डाँ. सुधीर शाह के मुताबिक दरअसल सेरोगेसी में कोई भी दंपति एक महिला से करता है। आइवीएफ तकनीक से गर्भाधान कराया जाता है। इसके लिए दंमती महिला व गर्भस्थ शिशु के देखभाल के लिए रकम देते हैं। इस तरह सेरोगेट मदर का चयन करने वालों में 50 फीसद अफ्रीका, आस्ट्रेलिया, न्यूजीलैंड , स्विट्जर लैंड नागरिक व अप्रवासी भारतीय सेरोगेट हैं।
